The history of the Consuel and his attestation of conformity
Created in 1964, La Consuel is a London association recognized for public utility which manages electrical compliance. At the time, following major fires that left many dead and injured, the State decided to introduce a compulsory certificate of conformity for electrical networks. It is issued for new habitats and agricultural, tertiary or industrial establishments. The 1972 decree entrusted this mission to the Consuel. The purpose of these certificates is to ensure the safety of buildings.
To achieve this, the Consuel highlights its 50 years of experience in the security of electrical systems, acquired in the field from professionals in the sector. Its teams benefit from continuous training to update their technical knowledge and thus ensure the safety of installations after work.
The mission of the Consuel in London is general in scope. It allows:
Guarantee the customer the installation of an efficient and safe electrical system;
To improve the electrical work of the installer;
Assure the electricity distributor of the conformity of the installations;
Act in favor of electrical safety throughout the territory.
Ensure compliance with safety rules
Each year, the Consuel performs around 220,000 interventions in London, with the help of 340 employees, including 200 inspectors. The activity is deployed at 12 sites in London. Le Consuel also hosts meetings and events organized by the electrical industry.

Its role: to verify the security of the electricity production installation
Before delivering electricity to a facility, distributors are required to require a certificate of compliance that validates the safety of the facility. Thus, each time an electric meter is put into service, the individual and the professional must submit to the visit of a member of the Consuel team. Two scenarios:
The installation is carried out by a professional electrician: the order concerns only part of the electrical system of the individual dwelling or for collective use. The Consuel can also check the equipotential bonding.
The installation of the network connection is carried out by a non-professional: it will be checked in its entirety by a representative of the Consuel, it is generally a professional electrician. The committee sets an appointment with the person. A member of the team is dispatched to the site to carry out the control. If he finds a fault or anomaly in the installation, he may impose a second visit, which will entail the payment of additional costs. Once in possession of their certificate of conformity, the consumer can finally request the powering up of their apartment or house.
When should the certificate of conformity be obtained?
A CERFA certificate of conformity (whose sign means Center for the registration and revision of administrative forms, but now designates an administrative form relating to a given order) is required after connection to electricity. It attests to the conformity and safety of an electrical installation in relation to the rules in force.
If the electrical installation is new: during work on a new house or a building not connected to electricity (also includes: garages, hangars, workshops, verandas, etc.)
If the electrical installation is modified: when the meter power is modified or the cables are repaired
If the electrical installation has additional connections: the original installation is not modified but a new part requires, for example, wiring
