Electrical safety certificate
An electrical safety certificate ensures that appliances are safe to use; The electrical installation must be completely safe.
Unlike the Gas Safety Regulations, in England there is no mandatory requirement for the facility to undergo any safety test unless the property is an HMO, but there is a legal requirement for any property to be inspected by a competent person before being offered for rent for the first time: keep a record of this Inspection Report.
Keep in mind that in UK, an EICR or an installation and electrical status report plus a portable device test is a legal requirement.

In the event that a person is injured or, worse, a landlord can face costly litigation if he cannot prove that he was diligent with the electrical system and, therefore, has a full Electrical Safety Certificate, which lasts up to 5 years, during tenure would protect the owner from this situation.
There is a legal requirement for a visual inspection at the end of each lease or annually, whichever comes first. The owner can do this, but any repair work must be done by a competent person.
Although there is no requirement for the equipment to be verified, it is recommended that each owner verify all appliances before the start of a lease and regularly afterwards. If the property is an HMO, all appliances that are not wired must have a portable appliance test annually or at the end of each lease, whichever comes first.
The following guidelines apply to all appliances supplied for rent:

• living parts must not be accessible
• the cables must not be worn or frayed and be complete without joints
• end cables and the use of multiple plug adapters should be avoided
• the correct plugs (marked "SECTION B 136") must be installed and fused correctly
• the plugs must be firmly attached to the wall or socket
• any mobile part must be protected
• Electric blankets should be serviced according to the manufacturer's instructions.
• Microwave doors must be clean, corrosion free and effective
• Washing machines, kitchens, etc., must be serviced and in good working order.
• Electric heaters and central heating appliances should be checked annually
• Firefighters must comply with BS3248
• any fire extinguisher must be marked "BS6575 1985".
